There are some hiccups: 1) -diagrams file delivers a TeX-File which is only texable with pdflatex.
The default in WHIZARD is, however, latex.
2) -diagrams_LaTeX does not seem to make any difference!?

Finally done in r5176, including a self test. There are two flags, which (can) act additive: ?diags
and ?diags_color
. The first switches the standard Feynman diagrams on, the second one the color flow diagrams. (Guess, what both switched on do).
The options can be set for a single process as local argument, or for the whole SINDARIN file. Diagram generation and LaTeXing? is steered via the process library makefiles.
Closing.
After discussion with WK today I think it is really a good idea to do this via the entries in the process makefiles.
