WHIZARD ignores phs file if n_calls is reset

Description
When integrating a process with a too low value for the number of calls, n_calls will be reset. But WHIZARD then ignores existing .phs files from a previous run.

Confused me: it were the .vg (grid) files, not phase space.
But you were right, the sanity check did compare the wrong numbers. I took the opportunity to make the whole process of determining iterations more solid. Done in r2281.
