Include a version check in the configure setup to exclude Fortran compilers which do not support the necessary standards.

Catches introduced to check whether the Fortran compiler -- creates executable binaries -- supports F95 features -- supports ISO C binding -- supports procedure pointers no specific catches for PGF, gfortran, g95, ifort, NAG, etc. (do we want this?, its luxury, sure but needs to be kept up-to-date) done in r1201
